荷蘭數據保護局對Uber罰款8.25億歐元，GDPR史上第二大罰單。核心指控不是數據洩露，而是2018年到2022年間Uber的自動化系統在沒有人工複核的情況下停掉司機帳號，導致收入中斷。171名法國司機把遭遇報給法國人權聯盟，由聯盟代為投訴，Uber歐洲總部在阿姆斯特丹，管轄權最終落到荷蘭。

Uber說強烈不認同，會上訴，理由是多數停用只是臨時的，永久停用都經過人工複核。荷蘭監管方認定確實存在沒有人工複核的永久停用。這筆罰款相當於2025年整個歐洲經濟區GDPR罰款總額的七成。排第一的仍是Meta 2023年因數據跨境傳輸被愛爾蘭監管開出的12億歐元。

3｜An Unnamed AI Model Quietly Takes Second Place in OpenCode, Clues Point to MindSpore

On August 20, a model named Ox Alpha appeared on OpenRouter and OpenCode under a "stealth" identity. No company name, no technical documentation, 1 million tokens in context, free of charge. Three days later, it ranked second in OpenCode by recent usage, with around 120 trillion token throughput, 180,000 independent users, and 3.56 million sessions.

There are three items of evidence. A one-time format error in an API request exposed a Java class path pointing to MindSpore's API route. Error code 1214 matches exactly with MindSpore's in-house hosted GLM, but not with the third-party hosted GLM. A tokenizer 30-item probe all matches GLM-5.3. Bloomberg reported on August 14 that MindSpore is preparing a new model to rival Anthropic and OpenAI in programming capabilities.

Without disclosing the brand, building reputation based on performance first, waiting until the hype is enough to unveil, is completely opposite to the approach of holding a press conference and media relations. If it is eventually confirmed to be MindSpore, this will be the first time a Chinese AI company has tested overseas market response anonymously.

4｜Bensant Announces Economic Measures Against Iran on Monday, Iranian Security Chief Responds with "Act of War"

Treasury Secretary Bensant held a press conference on Monday to announce a round of economic measures against Iran, aimed at cutting off Iran's last foreign exchange channel, including transshipment trade nodes through Iraq and the UAE. Republican Senator Balasso directly referred to this day as the "D-Day" of Iran's economy.

Iran's Supreme National Security Council head Laysa'i responded, stating that any country supporting these new sanctions constitutes an "act of war," and if Trump really wants to take action, Iran will retaliate in a "earth-shattering manner."
